Bug Description

Autopkgtests for ldap-account-manager [1] are failing because the constraint on a new dependency viz. php-psr-log (<< 2.0) cannot be met on noble.

On noble, version 3.0.0-1 of php-psr-log seems to have been sync'd from debian/experimental.

It looks like two PHP dependencies need php-psr-log ^1.1 :
 - web-auth/webauthn-lib
 - web-auth/metadata-service

I don't think this should be blocking the Perl transition, which it currently is. The two binary packages created here are:

1. ldap-account-manager - PHP-based, this dependency problem is specific to it.
2. ldap-account-manager-lamdaemon - Perl-based, has no dependency on PHP
