Bug Description

courier 1.0.16-3.2build4 is built in -proposed but not on armhf. This will not block migration because armhf binaries are being removed from the release pocket, but unless addressed will regress armhf availability of this package in 24.04 LTS.

first needed a rebuild click, then

checking for locking method... configure: error: must specify --with-locking-method option
configure: error: ./configure failed for libs/liblock
