Bug Description
When authentication with remote bug trackers, one common way will be to generate a token, which the bug tracker can check, to verify that it's Launchpad talking to them. We need to make it possible to generate such a token, and make it accessible under a certain URL structure.
It should be possible to generate new tokens using our internal XML-RPC server, to allow tokens to be generated from systems not using the production DB, and not have to worry about transactions.
