mailman keys are missing from the shared confs

Bug Description
staging mailman is running the default mailman configuration because it is missing its mailman keys. The same is true for lpnet. The problem is that all the mailman keys were moved to their private conf files. The keys belong in the shared confs (staging-lazr.cong and lpnet-lazr.conf), and the private confs should have only:
