mouse scroll delay in first person shooters

Bug Description

This is really odd issue that is not apparent in ubuntu 7.10.
Ever since I first tried out kubuntu 8.10 I noticed that there is a mouse scroll delay in first person shooter games then I bring up their console (toggled with "~" key".

Games tested:
wolfenstein: enemy territory
enemy territory: quake wars
warsow

How to reproduce:
start the game, toggle console with the "~" key --> scroll wheel up slightly twice --> notice the 3 second delay for 2nd "scroll up" in game console --/or/--> scroll wheel down slightly twice --> notice the same delay for 2nd action.

kubuntu 8.10
nvidia-glx-new drivers, using same xorg.conf as in kubuntu 7.10 where I do not have mouse scrolling delay

other symptoms: very slow zooming with binoculars in et:quake wars, running around in map scrolling up/down fast about ten times makes my right mouse button act as if it was also scrolling up/down.

export SDL_VIDEO_X11_DGAMOUSE=0
solves the mouse scroll issue in etqw, but this results in lower fps and jerky mouse turning (can't do smooth 360degree turns)

more details:
even without export SDL_VIDEO_X11_DGAMOUSE=0 workaround the mouse in etqw feels overall definitely worse than in ubuntu 7.10 -- there is also frames_per_second drop that I think is directly related to mouse problem

So here is a video - I tried to run/turn around while scrolling up/down with mouse scroll. In the mid part scrolling up/down in console and in the last 30 seconds pressed Q followed by TAB and many times Enter key until it finally quitted the game.

I would wager that the delay you are experiencing with your mouse is due to a known bug in mouseemu. See this bug report for more info:

can't be simply because
sudo /etc/init.d/mouseemu restart
sudo: /etc/init.d/mouseemu: command not found

if you try this command in console:
xset m 1/8 1

and try to move your mouse slowly, you will notice that it won't move.
