polipo starts before network-connection is established and so starts with proxyOFFLINE=true

Bug Description

There seems to be an ugly problem with the polipo-package. If it starts before a network connection is established it will automatically start with proxyOFFLINE=yes.

Well with some wlan-connections it can last a bit until the connection has been established but when X is started everything is loaded. But polipo has to get restarted because of this bug.

Polipo should wheter not check the network-connection at all or should listen to the config file if there proxyOFFLINE=false is explicitlcy declared.

I created a patch for /usr/lib/polipo/polipo-control which makes it respect the config-option proxyOffline=false
