Filing a bug+attachment results in two emails

Bug Description
I noticed that there is an attachment entry box on the +filebug form now, so gave it a go when filing a bug with a patch.
This resulted in a bug with two messages, with the attachment associated with the second message. Furthermore, I received two bugmails after filing the bug: one containing the description and the second for the attachment.
I would have expected this to result in a bug with a single message and the attachment associated with the initial message. I'd also expect to only see one email for the action.
