Tooltips on applications don't always show

Bug Description
At the top of every Launchpad page (almost every) is a "tab bar", containing categories for a user/project like Overview, Code, Bugs, Blueprints, Translations, and Answers. When hovering your mouse over each of these "tabs", a tooltip is shown. However, for some pages it doesn't show (It's not in the source)
An example is this page: https:/
Hover your mouse over Overview, for example. The tooltip doesn't show. For some of the tabs it shows, for others it doesn't.
