Display a more helpful error message on creating .bzr underneath a project

Bug Description
If someone is creating a .bzr directly underneath a project directory, they are most likely trying to create a shared repository.
We can easily detect when a user tries to do this, and then give the following error message:
"Sorry, Launchpad doesn't allow shared repositories (so that branches will still work if later reassigned to new owners or different projects)."
