Let users import mailing list archives into Launchpad

Bug Description

I am currently running five Mailing Lists, and I would like to use new Launchpad Mailing Lists to substitute them. Anyway, I would like to maintain the archives for these Mailing Lists, too, importing ML archives into LP.
I have the .mbox files of my Mailing Lists, but I am unsure that such operation is technically possibile. I asked on #launchpad about that, and I have been granted that this could be easily done.

The import scheme is:

After talking to Barry, importing an archive is possible, but the feature implementation is not in the short term plans. Also notice that we could not import the subscriber list, unless there's a direct correspondence between the existing list addresses and those validated in Launchpad.

Importing the subscriber list is not important, since what I want is just to maintain the archives of the older ML in the new Launchpad ML.
Regarding the importation of .mbox, I understand that we will not see this feature soon (altough I like that you are thinking about implementing it). Anyway, about my 5 ML, may a LP admin actually import the archives at the moment?

This has been done for a special case. The import process has not been tested (or documented) to work for all Mailman/MHonArc lists.
