Binary package hint: nut
There should be a package to support slave only devices.
As of now the package takes for granted that the computer using upsmon is also the one with the ups connected (so the scripts doesn't work if upsd and upsdrvctl aren't configured) while this could be not the case (in my case it's connected to a server using a low amount of power which dispatches informations about the ups status to other connected computers).
So there is no way to get upsmon to auto start without doing big editing of the init.d script (or making them from scratch which is maybe even easier).

A secondary package with only upsmon would be the ideal but if not possible / not willing to do it making the init script launch upsmon even if upsd / upsdrvctl failed would be good enough (at least for me)

you have probably missed /etc/default/nut and reading doc/nut/ README. Debian.

but you're right that providing a nut-client package would help slave config...
and that's what I've in mind for long (scheduled for Nut Packaging
Standard and nut 2.4).
