gwget - mention that "limit download speed" is a per download option

gwget doesn't mention that the "limit download speed" option in preferences is a per download setting, some users could think that it's a global setting.
For example, the checkbox text could be set as "limit download speed (per download) to:", or you could clear up the preferences by separating the global settings from the per file/download settings.
