Where: http://www.ubuntu.com/support/community/mailinglists
at the bottom, it says: "The gutsy-changes mailing list is the archive upload notification list for the development version of Ubuntu. "
It should already be using Interpid.

Now the link should point to the intrepid one ( https://lists.ubuntu.com/mailman/listinfo/intrepid-changes ) and the text changed accordingly.

I have amended the description so that it is generic and doesn't require updating for each version of Ubuntu.
