Thank you for taking the time to report this bug and helping to make Ubuntu better. Unfortunately we can't fix it, because your description didn't include enough information. You may find it helpful to read "How to report bugs effectively" http://www.chiark.greenend.org.uk/~sgtatham/bugs.html. We'd be grateful if you would then provide a more complete description of the problem.

We have instructions on debugging some types of problems at http://wiki.ubuntu.com/DebuggingProcedures

At a minimum, we need:
1. the specific steps or actions you took that caused you to encounter the problem,
2. the behavior you expected, and
3. the behavior you actually encountered (in as much detail as possible).
4. it's great to include an image to help explain, but the image included only shows the settings you chose.
Thanks!

There was no intention to insult here. It was simply a request for more information to assist in getting this fixed. I have been able to determine that :

Using an eMachines motherboard with a 1.2GHz Celeron processor,

1. using Xubuntu Hardy Heron 8.04.1, Synaptic Package Manager lists two items for this

2. xfce-cpufreq-plugin, from universe/X11
  A. this plugin adds a dependency for libcpufreq0
  B. when added to the panel, this plugin gives an error that it is not configured and will not be used

3. xfce4-cpu-freq-plugin, from universe/X11
  A. this plugin does NOT add any dependencies, even when libcpufreq0 is not installed
  B. this plugin does not work at all and gives no error messages
  C. this plugin, when installed, can not be configured because it does not allow cpu selection

Expected to see the cpu-frequency displayed on the panel bar.

Since neither plugin works, there is no display on the panel
