update-manager fails to update packages, no .Xauthority file

Bug Description
On Ubuntu 8.04; update manager (version 1:0.87.24) is started on a server from a ssh session; DISPLAY redirected to workstation using xhost based authentication.
There are three packages ready and selected for upgrade. Selecting "install updates" brings up an error box after a few seconds:
Failed to run /usr/sbin/synaptic '--hide-
Unable to copy the user's Xauthorization file.
Error message in the terminal:
Error copying '/home/
As the .Xautority file is not needed in a scenario using host based authentication, a missing file should abort the upgrade.

This is also preventing my apport-gtk from reporting crashes.
In my use case, there is no SSh or remote log ins involved.
