"Expand" not checked does weird things to gnome-panel

Bug Description
When I don't have the "expand" box checked, the gnome-panel is in the middle of
the screen. Its really weird.
Also, why we are on panel bugs (this is only a kinda bug) I want to say that is
neat that now the menu can go sideways but the clock applet cannot!

The non-expanded gnome-panel can be moved around. I don't consider this a bug,
since 'expand' means the panel is stretched from one side of the screen to the
other.
Please, for two different issues file two different bug reports, next time.
What is your problem with the clock applet? (This is not related to the panel at
all - it's 'gnome-applets'). If I turn the panel to be vertical, the clock
applet still works nicely for me.
