Reassigning, that's because dhcp3-server fails to install:

Setting up dhcp3-server (3.0.6.dfsg-1ubuntu9) ...
debconf: DbDriver "config": /var/cache/debconf/config.dat is locked by another process: Resource temporarily unavailable
dpkg: error processing dhcp3-server (--configure):
 subprocess post-installation script returned error exit status 1

status: New → Confirmed
