Bug Description
I filed a bug at:

and clicked the "Should this bug be kept confidential?" checkbox, to make the bug I was filing private. After the bug is created, the maintainer is not explicitly CC'd on this bug, which means they will not have the privileges to view the bug!
It's possible that this same bug is present when filing upstream bug reports, but I haven't yet verified that.
