[time-admin] The timezone selected during install is different in (Gnome) Clock

Bug Description

While installing Ubuntu 5.04 I chose timezone as Europe/Helsinki.
After installation has finished I check the timezone from (Gnome) Clock. It says
that the timezone is Europe/Marienhamn, which is wrong.

the output of readlink /usr/share/zoneinfo/localtime

I did already change the timezone to Europe/Helsinki after I noticed the error
by (Gnome) Clock.

Contents of /etc/timezone:

Europe/Helsinki

readlink /usr/share/zoneinfo/localtime reports:
/etc/localtime

Same thing here, using 6.04 Dapper Flight 4.
timezone contents and symlink are exactly the same.
Seems like timezone setting is set to Marienhamn even if
Helsinki is selected.

This can be reproduced using "Adjust Date & Time"
from clock.

This bug looks like to be caused only by 'time-admin'
which is part of gnome-system-tools package.

/etc/timezone has correct value (Europe/Helsinki)
gnome clock just reads it as Europe/Marienhamn
for some reason.
