[time-admin] The timezone selected during install is different in (Gnome) Clock

Bug Description
While installing Ubuntu 5.04 I chose timezone as Europe/Helsinki.
After installation has finished I check the timezone from (Gnome) Clock. It says
that the timezone is Europe/Marienhamn, which is wrong.
