clue file for bugs without a package

Bug Description

Binary package hint: bughelper

It is currently possible to create a clue file None.info that will be used for bugs without a package, however having a clue file called "None.info" doesn't seem ideal. Additionally, I think it would be beneficial if this no package clue file were to inherit the clues from every package just in case there is a match. What can we do to make this happen?

My first idea is that this is related to bug 129341 and especially to bug 109547. However I need to think about this a bit because solving this will result in changing big parts of the clue-file infrastructure.

Bughelper is no longer being maintained / developed and it is not included in a supported release of Ubuntu so I am setting the task to Won't Fix.
