Bug Description

It would be nice if the Launchpad API for registering a branch had some
way of overriding the owner (e.g. to a team the user that's
registering the branch is in).

"Registrant" is the person who registered the branch, it's always an individual. I agree that it would be good if you could specify the _owner_ of a branch via the API.

I'll change the bug to refer to 'owner'. Please comment (or change it back) if you disagree.

Need to update the launchpad plugin in Bazaar to use this extra parameter and to expose an option for it on the command line.

The register_branch method is the same as ever, it now has an optional final parameter called owner_name, which is the name of the person of team who should own the branch. If unspecified, it defaults to the person registering the branch.
