'Remove CVE link' link should be next to each CVE

See also bug #137328.
As it stood before, the fix proposed in bug #137328 made sense, as there weren't really meant to be action links except in the Actions portlet.
With the new bug page, however, we have this great big list of CVEs, and then a remove button underneath which asks us which we want to remove. Why not have the link to a confirmation page next to each CVE, removing the input entirely?

When you combine this with bug 137328 its really nonobvious how to remove a CVE reference.
E.g. the one for SECURITY_
