KDE4- Widget wraparound popup time not configurable

Bug Description

When I move the cursor over a widget, the "wraparound to allow it to be moved, rotated, etc immediately pops up. I want to configure that but can't.

Locking the widgets will disable the applet handles.

Oh, nevermind, I misunderstood. You just don't want it to pop up immediately, but you do want them to pop up.

Ah, didn't realize there was a locking option.

I'm not sure that the default behaviour is the most intuitive option. I think moving/resizing widgets is a configuration action, and like all configuration actions should not be the default. (Just imagining the grandma user).

Marking invalid since you found the feature you were looking for. If you have ideas on how to improve plasma's behavior with regards to this, please file a wishlist bug at bugs.kde.org, but I don't think changing the default setup to have the widgets locked is a solution.
