The Personal Package Archive actions menu should be removed

The actions menu needs to be removed from the Personal Package Archive pages, and the pages need to be converted to the 'onecolumn' page layout.

Here are Julian's comments on the matter:

"The PPA page is linked from the navigation menu, but then the menu
completely disappears if you click on it - this is really disconcerting
so I think we should convert the PPA page to nav menus with onecolumn layout.
As discussed, remove the "supported series" portlet from that page and the
action menu items "Build records, Copy, Delete" should convert into a
sub-menu, the other action menu items should be inline."
