[kde 4] System Settings missing from applications menu, not found by search

Bug Description
I went looking for the System Settings program after KDE told me I needed to turn on desktop effects.
It's not in the Applications menu under System, where I would expect it. So, I went to the search bar at the top and typed System Settings, and it wasn't found there either.
