all "possible" tags shouldn't be listed on the side of package pages

It seems silly that all of the tags are present on the side of the page when you go and look at a package's bug list.

Use https://bugs.edge.launchpad.net/ubuntu/+source/libsmbios for an example. You will see that page is littered with a ton of tags that are filed against zero bugs.

I think that if the tag has zero bugs, it just shouldn't be shown.
