bzr status doesn't show pending merges when a specific path is used

Bug Description

A simple example of this behavior can be reproduced doing:

branchA: have pending merges

$ cd /path/to/branchA
$ bzr status
(this shows the pending merges)

$ bzr status ../branchA

This only show the file/dir status, but not the pending merges

Just to mention that any time you use a specific path, the pending merges aren't shown.

Such as "bzr status ." or "bzr status branch/foo"

I think thats true (and it was deliberate), but we need someway to see
them from outside the tree :)

Fixed in 1.7 (milestone not available anymore, and the associated branch is wrong too, it's http://people.ubuntu.com/~robertc/baz2.0/status, as is the the NEWS entry which mentions 225204, but the fix is right, which is what matters :-)
