Backuppc should recommend par2 instead of suggesting

Bug Description

I installed backuppc with aptitude and configured localhost to make archives of
the network computers backups (set $Conf{XferMethod} = 'archive'; in localhost.pl)

When I tried to make archive I got this error:

Result failed
Error Message Error: /usr/bin/par2 is not an executable program

Problem is, that now par2 package is suggested, but I think it should be
recommended, because making archives is one of main backuppc features.

This is still the case with 'backuppc-3.0.0-4ubuntu1' (in Hardy).

Suggests: openssh-client | ssh-client, w3m | www-browser, par2

If the program fails with this, the source package needs to promote the Suggests to a Depends.

If backuppc can't build-depend on par2 because it's in universe (last entry in the changelog), it can't depend on it for the same reason. So this shouldn't be sponsored in its present form - we either need a MainInclusionRequest for par2 to get it accepted into main, or backuppc needs to be patched to not require par2 at runtime.

Thanks Steve! I was actually unaware that if something was in main, we cant depend on something in universe. Thanks for that. par2 is not actually required for the functioning of backuppc. Therefore it can stay in suggests, and I suggest this bug be marked as invalid.

As par2 exists in Universe and BackupPC in main, without promoting par2 to main, we cannot move par2 to recommends or depends. BackupPC does not require par2 to function correctly, there leaving it in Suggests and marking this bug as invalid.
