Thank you for taking the time to report this bug and helping to make Ubuntu better. Please answer these questions:

* Is this reproducible with Xubuntu Intrepid Ibex Beta 8.10?
* If so, what specific steps should we take to recreate this bug?

This will help us to find and resolve the problem.

I confirm this bug under Xubuntu Intrepid 8.10.
However, I have no idea how to recreate this bug. Though, it looks like one of the most important steps in reproducing this bug is user switching.
However, I do know how to return panels. You should just run xfce4-panel from Alt+F2 and then quit with "save session" The important point is that "quit" from xfce panel menu does not work. Though, right click at the desktop works. Thus, it looks like the problem is inside configuration files only.

P.S. I quit using xfce panel, so that's why I can not reproduce this bug anymore.

Having not being able to reproduce this on 3 systems and intrepid 8.10 now in RC, I am closing this bug report. Also, the quit button works in both the panel and the menu at this time. Thanks for helping improve Xubuntu and please report any other bugs you may find.
