Team admins aren't warned when a membership expires

Bug Description

If a membership expires, Launchpad doesn't warn the team administrators with a e-mail.

An email should have been sent just like when an admin deactivates a membership. Can you show me one membership which has been expired and for which there was no email notification sent to admins?

Actually I don't remember who was the expired member. I can't reproduce this bug on demo.lp.net because (I think, but I'm not sure) mails are sent at 0:00 UTC and the DB is cleaned at the same time.

I'm sorry to be not able to give you more info, but if you want I can set the expiration date of a member to today and I'll tell you if I have received any notification tomorrow. Is it ok for you?

Yes, that works fine, but I'm not sure whether or not we run the script
to expire memberships on demo.lp.net, so the membership may not be
expired and you won't get the notification -- you only get it when the
script flags it as expired.

I've changed the expiration date on the production server with the permission of a member. Now on +members it says "Expired: 12 hours ago". I should receive the mail this night at 0:00 UTC, right?
