I'm not sure if this is true. Which gtk engines do you think are missing specifically?

I suppose that'd be Clearlooks and I believe also the Xfce one, but that one is listed at http://cdimage.ubuntu.com/xubuntu/releases/8.10/beta/xubuntu-8.10-beta-desktop-i386.manifest

I've just confirmed that we ship all the gtk2 engines. It seems like the bug is caused by something else. Can you take screenshots?

Sorry, I don't know what caused it earlier but I'm running in the same beta right now and it works just fine. Apologies for the waste of time...

I have the same bug in Ubuntu Jaunty.

When I choosecertain themes, the currently open windows are themed accordingly, but all new windows use the default GTK-Theme. I don't know if any theme is saved permanently.

Darklooks and Darkroom don't work, all standard themes seem to work correctly.

dasmaze - in general, it is better to open a new bug report rather than resurrecting one that was previously closed. It makes it difficult to triage because the bug ends up containing 2 separate conversations. Anyway, could you please attach a screenshot please?
