[network-admin] Need option for wireless-key 'restricted'

Bug Description
I use the /usr/bin/
2200 wifi chipset. Excellent tool.
I've found that when I use this the security mode is set to "open". To get onto
the WiFi network at work this needs to be "restricted". open/restricted radio
buttons would seem in order. When I issue
iwconfig eth1 key restricted 1 ....-..
the machine associates with the base station at once.
