Code section of projects should distinguish project branches from random branches

Bug Description

The code section of projects can be populated by branches from any random person, not just the project owner or people that are affiliated with the project. This can create a large list of branches for a project where the project won't know some of these people or where the branches came from.

An example of this is here https://code.edge.launchpad.net/mythbuntu where we don't know who did this branch ~mrimbert/mythbuntu/documentation

I understand that we can't just delete these branches as they are owned by other people, but a better solution would be either

1) Only showing project owned branches or branches marked for merging

2) Highlighting the project owned branches

This seems like a good idea to me.
The criteria could probably be, "owners of the development focus"

Well, obviously the user mrimbert did the ~mrimbert/mythbuntu/documentation branch.

We have had numerous talks about how to identify official branches.

The initial response is "those branches attached to series are official".

Also obviously we have the other branches by members of the team that own the dev focus branch.
We could do something with this, but it seriously increases the query count to render the page.

I personally don't think this is a good idea. I'm tempted to mark it as "won't fix", but will leave that decision for Tim.

Talked to Tim. We won't fix this directly. Instead, we'll provide better ways to list branches.
