Bug/+addbranch's subscribers portlet has strange header

Bug Description

The subscribers portlet on Bug/+addbranch has a unique extra bit of text at the top: "The following people will be notified of changes:". Nothing else does.

+addbranch is not the only place where this portlet is being used. You can find it on pages which are action forms which trigger notifications, like +choose-affected-product, for example. The idea behind it is to communicate clearly to the user who will receive a notification as a result of the action they are performing.
