patches opportunity should not include bugs in sponsor queue

Bug Description

The patches opportunity currently returns bugs that already are in the sponsorship queue, i.e. ubuntu-universe-sponsors or ubuntu-main-sponsors, are subscribed to the bug report. Bug reports with either team subscribed should be excluded from the query since they are being identified separately.

I've updated the patches.csv to not include bugs that have either ubuntu-universe-sponsors or ubuntu-main-sponsors subscribed to the bug report. It was a difference of about 109 bug reports. I did a spot check on them and it looks right to me.
