Windows order/focus on metacity

Bug Description
On a fresh install, when starting LottaNZB for the first time, the "Select LottaNZB usage mode" window stays behind the "LottaNZB" main window. Looking at the task bar order the "Select LottaNZB usage mode" seems to start before the main window.
That behaviour is brought to light by the "main" issue that happens on metacity: one can give focus to the window on background. It applies to the first-run or after that with the "Preferences" and the "Choose usage mode..." windows. It might be considered a feature but since currently it's not allowing any input on the main window, it seems a bug.
When using Compiz the windows seem to behave as expected, so it might be a metacity bug.

I can confirm this issue. The first-run dialog definitely needs to be at the top. We'll probably redesign it anyway and if we come up with an easy fix, we might decide to backport it.
I don't think that the focus behaviour is a metacity bug. I guess it's just the way how the Metacity developers want it to be. And we cannot change that.
It would also be thinkable to remove the modality flag from the windows that have it right now. We would just need to make sure that the user cannot blow anything up with the controls that would be active in this case.
