xemacs selects wrong buffer

Bug Description
I'm running Ubuntu 5.10 ( Breezy Badger ). I installed the xemacs package with synaptic.
When I run xemacs like this:
echo foo > txt
xemacs txt
xemacs shows the *scratch* buffer rather than the txt buffer.
I've never seen xemacs do this on other distros. I'm guessing this is a bug rather than a feature, since if you go to the trouble of specifying a file on the command line, you probably want to open it.
xemacs also shows the wrong buffer under a different circumstance ( I think when you select it with ctrl-x b ( switch to buffer ) but I can't reproduce this.
