hwtest installation fails with dapper version of debconf

Bug Description

Binary package hint: hwtest

upgrading from dapper to hardy, hwtest 0.1-0ubuntu10 wanted to be installed.

However, it failed with:

Traceback (most recent call last):
  File "/usr/share/hwtest/install/config", line 13, in <module>
    from debconf import Debconf, DebconfCommunicator
ImportError: No module named debconf
dpkg: error processing hwtest (--configure):
 subprocess post-installation script returned error exit status 1
Errors were encountered while processing:
 hwtest

Upgrading debconf from version 1.4.72ubuntu10 (dapper) to 1.5.20 (hardy) lets hwtest install cleanly.

I suspect that this is a missing dependency that should be explicitly listed, if you want people to be able to transition from dapper to hardy.

Thank you for reporting this bug to Ubuntu. Hardy reached EOL on April 30, 2010.
