Bug Description

Using the latest bzr.dev I got the following during branching
with bzr+ssh and a 1.9 rich-root repository

This looks like damaged gzip data to me.

I would have originally attributed it to gzip data that had been damaged in some way external to bzr, but we have seen several reports with similar tracebacks.
