IRC links on profile page are asked the wrong way

Bug Description

The 'change details' page asks the user to enter the IRC network like irc://irc.freenode.net but the profile page ( https://launchpad.net/~yourusernamehere ) adds an extra irc:// in front of every link to an IRC network, no matter if irc:// is already in the users input or not, resulting in links like irc://irc://irc.freenode.net.

As the 'change details' page is clearly asking the user to insert the irc://-part himself ('Example: irc://irc.freenode.net') this can't be the intended behavior.

Yep. This is borked. The code could inspect the value to decide if irc should be prepended. I think we really want to fix the data and the validator do that the template has to think about this issue.
