Add ability to target !info to a specific user

Bug Description
As you know, factoids can be directed to specific users with !factoid | username or !factoid > username. This is awesome and incredibly useful. It'd be great if "!info packagename | username" and "!info packagename > username" worked too, because the !info factoid is used frequently in #ubuntu, and package descriptions tend to be long, so > especially would help prevent scrolling a little.
Current behavior:
