suggestion for scrollbar arrows in humanlooks theme

Bug Description

Scrollbar arrows in the default Dapper Drake humanlooks theme should light up orange/brown (same shade as the titlebar) on mouseover just like the scrollbars and buttons change color when the mouse is over them.

I like this idea.
I would like to add another suggestion: currently there is a change of colour on the scroll widget edges when the mouse cursor is over the wigdet, to indicate that it's active, and I think it works well. My sugeestion is that on mouse-over on the scrollbar above the widget the top edge will change colour, and on mouse-over under the widget the bottom one will change colour, to indicate what heppens when the user clicks there.

ubuntulooks has been depricated. It is no longer developed in Ubuntu or as an upstream project. It has been superseded by gtk2-engines-murrine since intrepid, and it has been removed from the archive in lucid. Due to this, I am closing this bug as "Won't Fix."
