However, projects exist that use downstream ubuntu-only translations. They still use launchpad translations, but it seems that upstream translations are linked to ubuntu downstream.

In the case you describe, gnome-app-install is part of Ubuntu, and you are translating it in Ubuntu, so the "product" in question is actually Ubuntu which is listed on the home page.
Still, I see the point of what you are suggesting, but making this work well would be too much work for little gain (for example, if the page directs you to Ubuntu translation, it doesn't necessary mean that Ubuntu translations are the official ones), and I don't think it's worth it. If we are to improve this, it will involve complete rewrite of the products with translations pages.
