Template import success notifications shouldn't be sent to package uploaders

Most package uploaders will get at most one success email about this (i.e. one email per package), thus making this a 'low' priority bug. If this becomes a large annoyance to everyone, we should fix it by not sending success notifications for templates to packagers (but still keep sending them to upstream uploaders, at least those doing a manual upload).

I get a rediculous amount of import e-mails from Rosetta, they're pointless and I really don't enjoy having to delete 100s of e-mails each day from Launchpad. It should e-mail only if there's a problem.

Danilo asked for my reasoning. My reasoning is that pointless e-mails are a pain.

i seem to get one email per file here ... my openoffice upload (a one line fix in debian/rules) resulted in 270 mails for 270 different files over the last three days, please set this bug to high at least, its unbearable ...

Oliver: just to clarify — it's actually not one email per file. What you uploaded is along the lines of 20000 files. OpenOffice and KDE are huge, I do understand it's a problem for you, and we'll try to fix this asap.

Just to note that we continue to get complaints about this from all sides. I propose we turn off email notifications for *any* successful import.

Being quiet on success sounds good … and Unixy. One always (in theory) has the opportunity to poll the web interface for more recent status information.
