KDE language selector doesn't tell about missing language packs

Bug Description
After installing kubuntu daily build (2006-03-29) on an iBook G3, I ran the KDE language selector and "Chinese" was already checked, and the default language was "Chinese (China)"
I clicked OK, but nothing happened, probably because the box was already checked. It did not install language-
When I added korean, it installed korean language support.

There are (at least) two bugs here: pack-kde- zh was missing pack-kde- zh was missing it should come up with a dialog box asking if you want to install this missing lang-pack now.
1. the box shouldn't be complettly checked, but in a half-checked state if language-
