newly added user doesn't see default theme

Bug Description
If I add a user either with `adduser' or the gnome tool, and I log in with switch user, the old grayish ubuntu icons are used. The orange selection-thing and orange window-headers are used.
If we go for the orange icons by default, they should appear for newly added users, too.
- I'm using current Dapper
- I did make sure that the newly created user-dir didn't already exist
- Filed against ubuntu-artwork, feel free to change
