Launchpad support mails needs a header in the same format of bugmails.

Bug Description

It would be useful to have an X-Launchpad-Ticket header for the support mail in the same format as we have for bug mail.

Something like:
X-Launchpad-Ticket: product=launchpad; status=Confirmed; priority=None;
        assignee=None;

Filtering would be easier with a header like that.

I have a branch that adds a X-Launchpad-Question header to outgoing notification.
