"Battery Charged" notification repeats frequently

Bug Description

My laptop is running on A/C power, and the battery was charged to 100%, but the "Battery Charged" notification still pops up frequently(around 1 min 1 pop up). And, my power control applet is on the top-right corner of the screen, but this notification pop up at the bottom-right corner, this is wrong.

This happens to me to on my HP Pavilion ZE2045EA laptop exactly as described and is highly annoying for the user. Note that it only happens after the battery has been charging - its not random. It requires a reboot to fix (although I haven't tried shutting down individual daemons). It has been happening since a few flights back and really should be fixed soon.

to be short: in the "Battery Charge Monitor Preference", the "Notify when battery is fully recharged" option is useless, even if you unchoose it, the "Battery Charged" notification still pops up frequently. Very annoying.
