Bug Description
I think this comes up in a couple other places too... when there are no activities in a report sheet, it just says "Activities" and then it has a delete button. New Report Activity is an action above. It should at least say "This report sheet (or just sheet?) has no activities." Perhaps also just make an "Add an activity" link right below. Or perhaps not...
