Icons to edit a bug's status/importance come and go in an infinite loop

Bug Description
This is how I can reproduce this:
1. load a bug page and put the mouse pointer over the status/importance text and wait until the icon shows up
2. move the pointer away from there, and wait until the icon disappears
3. move the pointer to the right of the status/importance text, where the icon is displayed and leave it there
4. the icon should appear and quickly disappear in an infinite loop. a few times this didn't happen, and in that case I moved the pointer away and then repeated step 3.
